Subnational Trade Promotion and Export Barriers in Nigeria
Despite billions invested by Nigerian states in export hubs, trade missions, and investment agencies, individual exporters continue to face crippling barriers that state governments have no power to fix. This policy brief unpacks why federal tariffs, complex customs procedures, port delays, and widespread unofficial payments continue to undermine subnational trade promotion efforts, and what reforms are needed across both levels of government to give Nigerian exporters a fighting chance in regional and global markets.
