Analysing state budgets and spending patterns between 2024 and 2025, this report examines the disconnect between rising subnational expenditure and development outcomes in Nigeria. It assesses the political and institutional factors driving weak budget execution, recurring implementation gaps, and uneven service delivery, while recommending reforms to strengthen fiscal governance and accountability.
