This publication examines the state of aid localisation in Senegal, drawing from the perspectives of local civil society organisations, community actors, and development stakeholders. It highlights the gap between global localisation commitments and on-the-ground realities, where funding control, decision-making power, and institutional influence remain largely concentrated among international actors.
