H1 2026 Revenue Performance by State
How much revenue did Nigerian states generate in the first half of 2026, and how close were they to meeting their annual targets?
This edition of BudgIT’s Subnational Budget Implementation Review examines revenue performance across 34 states, comparing their budgeted revenue with actual collections by the end of Q2 2026.
Oyo recorded the highest revenue performance at 66.4%, followed by Ondo at 59.0%. Lagos generated the highest actual revenue at N1.684tn, achieving 38.0% of its N4.429tn annual target. Meanwhile, 11 states generated less than 20% of their annual revenue targets, including Cross River at 12.9%, Imo at 13.5% and Zamfara at 15.1%.
These figures provide insight into how states are performing against their revenue projections and the differences in their revenue generation outcomes.
The analysis uses data from OpenStates and state government websites. Rivers and Osun were excluded from the comparison because their Q2 2026 Budget Implementation Reports were unavailable at the time of analysis.
