The BudgIT Foundation is currently implementing the X-Grants program under the JoinBodi Cohort which consists of the following Civil Society Organizations including PLAC, CISLAC, CITAD, Center LSD, African Centre for Media and Information Literacy (AFRICMIL),  Social Action, SERAP, Community Life Project, Shehu Musa Yar’Adua Foundation, WRAPA, CHRICED, BudgIT, Public Private Development Center, Connected Development, Agora Policy, PLSI and so on. The research consultancy is part of the implementation of the X-Grants program which the MacArthur Foundation supports.

Scope of Work 

Analyzing the efforts of civil society in preserving electoral integrity, fiscal transparency, procurement, asset recovery, anti-corruption, gender justice, social inclusion, judicial transparency, freedom of information access, and other allied themes. A review of efforts of civil society along the broad themes whilst prioritizing the achievements of the Joinbodi Cohorts. 

This research analysis will be a marker for the new government to know how far has been achieved and what efforts can be applied to preserve and improve upon the progress made. This research will also identify the gaps left and serve as areas of agitation by civil society. This research will involve interviews with Joinbodi Cohorts, including PLAC, CISLAC, CITAD, Center LSD, African Centre for Media and Information Literacy (AFRICMIL),  Social Action, SERAP, Community Life Project, Shehu Musa Yar’Adua Foundation, WRAPA, CHRICED, BudgIT, Public Private Development Center, Connected Development, Agora Policy, PLSI among others.

Timeline

The Consultant has a period of 6 weeks to deliver on the assignment.

Deliverables for the consultancy 

  1. Production of extensive research on the state of key reforms undertaken in the last decade by the Nigerian government towards advancing electoral integrity, fiscal transparency, procurement, asset recovery, anti-corruption, gender justice, social inclusion, judicial transparency, freedom of information access, and other allied themes. 
  2. Curate the efforts of civil society, especially members of the Joinbodi cohort in driving these reforms in terms of advocacy and institutional engagement 
  3. Deliver extensive interviews with key civil society leads to define their work in driving impact, successes, and current gaps in key thematic areas that require reforms 
  4. Outline potentially adoptable recommendations and action points to the current Nigerian government and civil society for effective implementation, scale-up, and sustainability of key reforms.

Expertise Required for the Consultancy

The consultants shall have the following:

  1. A minimum of BSc and Masters Degree will be well appreciated 
  2. Minimum of five years of proven experience in undertaking public-interest research- bothering on governance accountability, policy implementation, and stakeholder engagements on important national reforms.
  3. Must have significant knowledge of Nigeria’s key accountability reforms – including the Open Government Partnership process.
  4. Detail-oriented; demonstrated ability to multi-task and meet client deadlines.

BudgIT will enter into a contract with the consultant to signal the commencement of the work, which will be terminated on completion of the assignment based on a stated timeline.

The Consultant is expected to adhere to the specified deadline and submit his/her comprehensive analysis report at the end of the term as identified with the scope of work provided above.
