Request For Applications (RFA) & Terms of Reference (ToR) for Consultant to Produce Comprehensive Policy Manual on Capital Projects Tracking for Federal & State Projects for Civil Society Organisations, Anti-Corruption Agencies & Citizens in Nigeria

BACKGROUND
Despite 25 years of democratic governance, Nigeria struggles with pervasive corruption. In addition, the country’s anti-corruption agencies face challenges such as political interference and resource limitations. The Rule of Law and Anti-Corruption (RoLAC II) aims to enhance the capacity of these agencies and improve service delivery through various interventions.BudgIT is implementing a project titled Strengthening Institutional Partnership for Anti-corruption Campaign and Service Delivery at the subnational and federal level, under component 3 (Increased transparency and accountability of anti-corruption systems and reforms) of (RoLAC II) Nigeria program, funded by the European Union and implemented by the International IDEA.

This project targets the focal state governments, federal anti-corruption agencies and the NGF as institutions to engage to strengthen the fight against corruption for the delivery of optimum public service that will benefit citizens in the focal states and Nigeria as a whole. The project’s objectives are to strengthen the country’s existing anti-corruption system, reduce corruption in public finance management, and improve service delivery through partnerships with public institutions and anti-corruption agencies, minimising loopholes in the execution of public projects and service delivery. Despite significant investment in capital projects, value for money is often not met, with projects either not being properly commenced, improperly cited, lacking any connection with the challenges of the community or executed with poor quality materials, among other things. The challenge of poor capital project delivery borders on issues of procurement, budgeting, cash releases, monitoring and project evaluation, to name a few.

To respond to all of these issues, BudgIT requires the services of a Consultant to draft and produce a Capital Projects Manual that serves as a Project tracking document that can be used by Anti-Corruption agencies, Civil Society Organisations and the general public. This manual is to guide the tracing, identification, evaluation and appraisal of Capital project commencement and completion, at both Federal and State level.

OBJECTIVE
The key objective of this Consultancy is to develop a Policy Manual that incorporates the relevant policy, governance, administrative and evaluation criteria for the tracking of federal and state capital projects. This is directed towards ensuring that capital projects are identified, assessed and followed through for successful implementation.

SCOPE OF WORK/TERMS OF REFERENCE
The Consultant is expected to:
– Examine/review the existing Capital Project Implementation framework of the States and the Federal Government;
– Assess the capabilities of the States and the Federal Government in the discharge of Capital Projects;
– Assess the role of the management of MDAs in promoting or limiting the work of ACTUs
– Assess the existing framework of anti-corruption agencies for tracking capital projects
– Produce a working paper for tracking capital projects, which will go through validation and be finalised into a policy manual.

The assignment will involve the following:
Desk review of relevant publications and secondary sources;
Interview with the leadership of the ICPC, EFCC and CCB, among others;
Interview with Civil Society organisations working around project tracking;
Interviews with citizens in selected areas where federal and state capital projects are situated;
Writing of the interview report (which serves to combine all interview responses and data into an analysed whole);
Writing of the final Field Report which brings together analysis from the Interview report and insights for the eventual draft of the Policy Manual.

DELIVERABLES AND TIMELINES
Inception Report: Detailed methodology, Objectives, Limitations, Work plan, Budget and specific timelines within 2 days of signing the contract;
Evaluation/Assessment tool – 2 days
Holding/Conduct interview with identified stakeholders – 25 days
Draft Field Report and Manual Outline – 4 days
Submit draft Manual to BudgIT for review – 3 days
Present the Zero draft Policy Manual at a stakeholders’ meeting for validation and use feedback from stakeholders to review the Zero draft – the date of the meeting will be scheduled by BudgIT and made known to the Consultant
Submit final report to BudgIT – 1 day

DURATION
The consultancy is not expected to exceed 50 days starting from the date of signing the contract.

REMUNERATION
The remuneration is as contained in the budget with the Consultant.

QUALIFICATIONS AND EXPERIENCE
A first degree or higher in Governance, Public Administration, Public Policy, Law, Social Sciences, or related fields.
Proven experience in anti-corruption, public sector governance, or transparency-focused projects.
Previous experience working with Nigerian MDAs and/or anti-corruption bodies like ICPC, EFCC is an added advantage.
Strong analytical, research, and report-writing skills.

Demonstrated understanding of Nigeria’s legal and institutional frameworks for anti-corruption efforts.

Expression of Interest (EoI) indicating their suitability for the work and evidence of previous work done. The EoI should include the cost estimate for the assignment;
Publications that serve to evidence their skill and expertise (Consultants must be primary author in the case of joint publications); and
Curriculum Vitae (CV) of the Lead Consultant and team members (if applicable).

SUBMISSION DEADLINE
